 | Antonio Vigilante (Director, UN/UNDP Brussels), Domenique Dellicour (Head of Unit, Directorate for Quality Support, EuropeAid) and Appolinare Malu Malu (President of the IEC of DRC and President of the SADC Electoral Commission Forum) | The EC-UNDP-IDEA Joint Trainings, thematic workshops and eLearning Course on Effective Electoral Assistance are pioneers in their kind. Building on the extensive knowledge and experience of the three organizations in the field of electoral assistance. The Joint trainings, thematic workshops and the eLearning Course are developed within the Train4Dev initiative and in collaboration with International Organization for Migration (IOM), Canadian International Development Agency (CIDA), Organization of American States (OAS) and the Spanish Ministry of Foreign Affairs which together has developed a broad knowledge in the field. The trainings and workshops are based on the structure and content of five main sources: the EC Methodological Guide on Electoral Assistance, the UNDP Electoral Assistance Implementation Guide, IDEA’s Handbook on Electoral Management Design the ACE Focus on Effective Electoral Assistance and the eLearning Course on Effective Electoral Assistance. The overall purpose of the EC-UNDP-IDEA Joint Trainings on Effective Electoral Assistance are to introduce policy and strategy framework that governs both EU and UN involvement in elections, share experiences, and get them familiar with the electoral cycle approach in order to build capacity for formulation and implementation of future electoral assistance projects. These trainings targets UNDP and EC field staff, Electoral Management Bodies, development agencies, regional and international organizations and practitioners. The trainings have so far been organized seven times (Brussels and Dar es Salaam 2006, Brussels 2007, Milan, Maputo and Brussels 2008 and Accra 2009). To further knowledge sharing and learning in specific topic areas The Joint EC-UNDP Task Force and International IDEA currently developing several Thematic Workshops. The following thematical areas will be explored in the first round: 1. The Use of Information and Communication Technologies in Electoral Processes 2. Elections, Violence and Conflict Prevention 3. Application of the FAFA in Electoral Assistance The two former of these Thematical Workshop were organized in Brussels from 30 November thru 2 December 2009 and in Barcelona from 22 thru 26 March 2010, respectively. The latter workshop is currently under development. The overarching objectives of the eLearning Course are to share experiences and to introduce to EC and UNDP staff, to beneficiary EMBs, to practitioners and other development agencies dealing with electoral assistance. The eLearning Course is developed on the basis of the face-to-face Joint EC-UNDP-IDEA Joint Training on Effective Electoral Assistance. The EC-UNDP Joint Task Force is currently preparing two further eLearning Courses on Electoral Procurement and the Use of ICTs in Electoral Processes and the Application of the FAFA in Electoral Assistance Programming.
