At EC level, there is an established framework contract of consortium of companies/organizations that provide services in the fields of Culture, Governance (including electoral assistance and election observation) and Home Affairs. The consortiums are selected every two years to respond to requests of services for all the different steps of the project cycle, from identification to evaluation. Electoral support (election observation and electoral assistance) is dealt with under the sub sector of support to democratisation including also civic education, social and political roots of conflicts, conflict prevention, role and functioning of the parliament and citizenship. The selected consortiums are composed of several companies/organizations selected on a two year basis. The selected consortium for the moment are Berenschot International Solutions, IBF International Consulting, Transtec, Dialogue Consortium, B&S Europe, European Consultant Organization, Atos Origin Belgium.
